A toolkit is online to support decision-makers in planning and implementing Urban Vehicle Access Regulations (UVARs). The CIVITAS project ReVeAL aims to help cities in their journey towards people-centered urban spaces by giving urban road space back to people and sustainable mobility. This toolkit was developed and tested within the 6 ReVeAL city pilots during the project’s three and a half years. This toolkit is useful for all cities interested in developing UVARs best practice. It consists of the following:
- Fact sheets provide a definition of each of the 33 UVAR “building blocks”, a description of its implementation, other building blocks that work well with it, a case example of its use, and other helpful information about it. To understand what a complete UVAR “package” consists of, the ReVeAL approach analyzed a wide range of UVAR schemes to identify the constituent components of the scheme. 33 UVAR “building blocks” were identified that could be combined to create a UVAR package. The building blocks were categorized into three measure fields: 1) spatial interventions, 2) pricing aspects, and 3) regulatory measures, and below that, into 12 sub-categories. Building blocks can be combined within or across the three measure fields to create a UVAR package.
- Online guidance, within the scope of the building block fact sheets mentioned above, includes cross-cutting themes relevant to all, or several UVARs. They include “user needs and public acceptance”, “governance and finance”, “ensuring compliance,” and “complementary measures.” The online guidance also provides valuable information on how to approach best developing your UVAR and guide you in the implementation and planning process.
- AccessRegulationsForYourCity, a unique decision support tool developed within the scope of the ReVeAL project, suggests a prioritized list of building blocks that might be most relevant for your city and the potential UVAR area. The tool is easy to use and consists of 14 questions that can be answered in roughly 10 minutes by a city representative who knows their local mobility context and goals.
